DC rates are the government-assessed minimum property values used for calculating stamp duty, registration fees, and capital gains tax. They are updated periodically by the District Collector (now Deputy Commissioner) based on market surveys. DC rates are typically lower than actual market prices, which is why the government introduced FBR valuation rates (which are separate and often different from DC rates). For stamp duty purposes, the higher of DC rate and declared value applies. In practice, most properties are registered at DC rate to minimise stamp duty, though this carries risks for both buyer and seller.
