Mutation (intiqal) is the process of updating the revenue record to reflect a change in ownership. It must be done after every sale, gift, inheritance, or exchange. The process involves applying to the Revenue Officer (Patwari) with the registered sale deed, CNIC copies, death certificate (for inheritance), and the previous Fard. The Revenue Officer verifies the documents, issues notice to interested parties, and if no objection is raised, enters the mutation in the record. Common problems include: Patwari demanding illegal fees, mutation entered without the real owner's knowledge (fraudulent mutation), and delays due to pending litigation.
