Service Tribunals: Rights of Government Employees in Pakistan

How government servants can challenge dismissal, suspension, and other adverse actions before the Federal and Provincial Service Tribunals.

The Service Tribunals Act 1973 establishes Tribunals with exclusive jurisdiction over service matters of civil servants. A government servant aggrieved by an adverse order (dismissal, removal, compulsory retirement, supersession, withholding of increment) must first exhaust departmental remedies (appeal under the Government Servants (Efficiency and Discipline) Rules) before approaching the Tribunal. The limitation period is 30 days from the date of the order or the decision on appeal. The Tribunal can set aside the impugned order, direct reinstatement, and award back pay.
