Stamp duty and registration fees vary significantly across Pakistan. In Islamabad Capital Territory (ICT), stamp duty is typically 4% of the DC rate or declared value (whichever is higher) for men and 2% for women. Registration fee is 1%. Punjab charges stamp duty at 5% and registration fee at 1%. Sindh has different rates for Karachi (3%+1%) and other areas. KP charges 5% stamp duty. In addition to stamp duty, FBR collects advance income tax at the time of property transfer: 3% from the seller (S.236K) and 3% from the buyer (S.236C) if filer; rates double for non-filers.

Property law in Pakistan is complex because it sits at the intersection of multiple legal systems: the Registration Act 1908, the Transfer of Property Act 1882, provincial land revenue codes, local development authority regulations, and Islamic personal law for inheritance matters. The situation is further complicated by the parallel existence of several record-keeping systems: the Sub-Registrar's registration record, the Patwari's revenue record (Fard), and the development authority's allotment record (for planned housing societies).
