PETITION FOR PUBLIC INTEREST LITIGATION
Sir/Madam,
1. This petition is filed under Article 199(1)(c) of the Constitution of Pakistan 1973, seeking the intervention of this High Court on a matter of public importance affecting the rights and welfare of the general public.
2. That the petitioner is a petitioner_status and is moved by considerations of public interest to bring before this Court a matter of national importance that directly affects the fundamental rights and welfare of a large segment of the public.
3. That public_issue_description is a matter of grave public concern requiring urgent intervention by this High Court.
4. That the respondents, being respondent_roles, are responsible for respondent_responsibility but have failed or neglected to perform their statutory and constitutional duties.

13. That Article 199(1)(c) of the Constitution of Pakistan 1973 specifically empowers the High Court to issue any order or direction for the enforcement of any of the rights mentioned therein or for any other matter considered by the Court to be appropriate.
14. That this Court has consistently recognized that Article 199(1)(c) provides a broad platform for the enforcement of public rights and the vindication of violations that affect large segments of the population.
15. That in the interest of justice and public welfare, this Court should exercise its extraordinary jurisdiction and issue appropriate orders directing the respondents to comply with their constitutional and statutory obligations.
LIMITATION AND ALTERNATE REMEDY: The present petition is filed at the earliest available opportunity. No alternate adequate remedy is available, or where any alternate remedy exists, it is not an efficacious remedy in the facts and circumstances of the case.
PRAYER
The Petitioner, therefore, humbly prays that this Honourable Court may be pleased to:
(a) Take cognizance of the matter and issue appropriate orders in the interest of public welfare;
(b) Direct the respondents to specific_relief_1 forthwith and to render full compliance with statutory_requirement_1;
(c) Direct the respondents to specific_relief_2 and to prepare a comprehensive action plan for stated_objective;
(d) Issue any other order or direction that this Honourable Court considers appropriate in the interest of justice and public welfare;
(e) Award costs in favour of the petitioner; and
